I think that is an SP Harriman design flat car. As to the switch, I have heard of No.3 switches being used
in the old days-like the DL&W circular freight house and yard on the waterfront in New Jersey.

Hi Bob and List Members,
 
The flat car appears to be parked on top of a turnout. The maybe it is the optics of the lens used by the photographer, but diverging route of the turnout looks to be a really sharp diverging curve
