I wondered the same thing.

 

Ashes don’t weigh out, even when mounded, but they have a nasty tendency to blow all over the place, so this may be their attempt to not have ashes all over the ROW.  Ashes would not be a revenue load, either.

 

I also think they may be in an engine maintenance facility, so may have come from the ash pit.  Either or both may have drop doors at this point.

Interesting the loads are (essentially) dead-flat (no mounding)

 

Ashes from a ash pit?

Something else?
