From what I’ve been able to glean, this is PRR’s attempt at (or documentation of) more automated box car cleaning, in this case, for GN cars.
PRR was having a hard time absorbing costs from cleaning up cars arriving dirty inside, or with significant need after unloading, and was certainly looking for solutions.
It appears to be a spray bar arrangement on a pivot. Maybe on a dedicated clean-out track with that track. I know of nowhere on PRR that they had this. Can anyone ID?

I’d guess there was still the manual labor of sweeping and digging stuff out of cracks.
A cruder version of this on the PRR showed a guy using it like a multi-aperture hose. More like washing than a power wash.

At Corwith Yard (ATSF), Chicago we had a dedicated boxcar cleaning track gang until 1983. First the dunnage was removed, then the car was swept out and finally washed down with a portable power washer. We had two tracks the length of the Junction Yard that were tilted toward each other for runoff and drainage. The single lane pathway between the two tracks was paved with asphalt. After most of the freight houses lost their leasees, there was no need for car cleanout. Larry Buell |

Boxcars (and other cars) often used dedicated cleanout tracks. That is a whole different story however, not what is being discussed. The topic so far has been automated car emptying devices ... to remove loads, usually grain or other bulk materials.

At the MoPac Wichita yard, one track was removed and the adjacent tracks re-leveled to slope toward each other. There was a dedicated MoPac garbage truck to collect whatever was cleaned out of the cars. This was the early 70s when the branch lines mostly had 40' boxcars for grain loading.
