You seem to have misinterpreted my comment. What it meant was that the ground in Philly is not continuously covered by snow, not that Philly doesn't ever have snow. Having spent a good portion of my academic career in the Philly area, I am well aware of the occurence of snow and also the impermanence of that snow from week to week.

I knew exactly what Bruce meant, and I’d have said it the same way.
 
I’ve lived in Portland, Maine, for about forty-five years, and don’t recall a Winter with continuous snow cover.  Same goes for the four years I lived in Juneau, Alaska.  Northern Maine and the mountains to the west and into New Hampshire, however, are another matter entirely.  By way of examples, the first of the attached photos was taken a day or two after the February 2017 blizzard, and the second was taken during the March 2017 blizzard.  February’s snow was completely gone before the mid-March event began.

I agree with Ralph. Having lived in SE Pennsylvania for 63 of my 76 years, we get snow, it melts. Snow coverage is intermittent, which is hiw I read what Bruce said. It may have snowed a week before the photo was taken,  and it melted.

Yes, it doesn't snow every day and much of time roads show pavement but every season huge piles of snow accumulate in places like supermarket parking lots and don't melt until the spring.

Interesting, except that on average Rochester (and Buffalo) gets over four times the annual snowfall that Philadelphia does:
