The Galveston, Harrisburg & San Antonio Railway was a Southern Pacific subsidiary operating in Texas and Louisiana.

I will point out that the leftmost boxcar in the image, SP&S 3077, is stencilled with "NOTICE: DO NOT LOAD THIS CAR FOR POINTS OFF THE LINES OF THIS ZZZZZZ"
 
The last word is not quite legible, but might be COMPANY.
