The Phoebe Snow campaign re-began when William White became President in 1941. She appeared on War Bonds campaigns, and her first use on boxcar side was on the April 1942 batch of boxcars from Magor, the 51000-series. Everything built earlier than that was a repaint. By the later 1950s all wood-bodied boxcars in service was in the billboard paint.

On the 46000-series cars with the shorter inside height, the billboard looked a little squashed. On the 36-foot cars it looked really squashed.

Here's a handy eBay grab of one in the billboard paint.

Looking at my pics I have two of these with the early Phoebe Snow lettering. (Stacked to right of door). They both also have AB brakes so post ww2.

I have a shot of DL&W 45749 with a reweigh date of 1953 with the Phoebe Snow slogan.

 

So, it may depend on what year/era you are modeling.

I’m not Ed but I covered these cars in my Rust Belt Boxcars talk at a few RPMs. It’s possible but not likely.

I can help to an extent with your question. 

Builder photos of DL&W 49000 (built 2-40) & 49262 (3-40) lack the Phoebe Snow slogans. The Magor Car Corp. builder photo of DL&W 51000 (built 4-42) does have "The Route of Phoebe Snow" slogan. It’s possible that the slogan was used earlier than the 4-42 date, but at least this should answer your question about starting in 1942 vs. some later date.
