Tractors with similar fenders have been, and are still used in the peach tree groves in the Carolinas and Georgia.

Perhaps. The later tractors had fenders to brush aside the lower branches of the orange trees.

I believe that the single front wheels are for narrow rows
Found this Farmall's with single front wheels are common here in south TX cotton fields.
