I'd agree with you and Ben with two caveats. The USRA rebuilds were such a "dog's breakfast"
that a modular kit would require options for ends, roofs, sides, and underbodies...so essentially, at least for some cars, a whole new kit. This loses any advantage of modularity. Second, in plastic, kits DO NOT SELL. So financially, this is a complete non-started.
Now, as a manufacturing approach to RTR, with kits on the side (a la Tangent) maybe, it might possibly work.

You might make a study of Tangent's simultaneous release of 4 physically different Pullman Standard cars (including a rebuild) that had very few owners (when compared to a standard PS-1) that required many doors, sides, more than one roof, more than one end, and so on -- even multiple trucks! :-) And he sells them RTR and as kits. Anyone who wants to model the cars later in life (well past the STMFC) has to buy the kits. And Dave did that on purpose, because it would have required even more molds and there are so many variations.
