Evidently the boxcar had been badly loaded on the gondola. not enough tie downs and they had ignored the fact it made an out of Gauge load.

All-

More likely the box car was coupled to the end of the cut on the coal trestle.   It had been unloaded (bagged coal or maybe stoves?) when somebody tried to add another car or maybe intended to remove the empty boxcar and instead ran the gondola (which was not loaded with the box car but with coal as can be seen spilled out of its end).  The light boxcar, tipped off the end of the coal trestle, then the gon ran underneath it and with it ran down to the street.  The boxcar would not have been loaded on a shorter gondola and would have had no business on the coal trestle.  Wonder if they lowered the mess down to street level and ran the cars back to an interchange track on the streetcar line?

Looks like something I would have done in an ops session!!
