End sill cover plate

I am trying  to figure out why this drawing of an end sill cover plate (AAR 70 ton flatcar) specified 4 identical plates.

 

 

It’s rather obvious the holes for rivets along the bottom edge are specific to one side, not both (in this case to the right side) and AFAIK the only purpose of that square hold is for the hand brake chain at the B end.

 

So why would Greenville say make 4 of these as shown?  It makes no sense to me.

 

Any thoughts?

It's probably to save time and effort during construction: two plates per end (the left side is simply the right side plate flipped over), and two ends per car. Cut the blanks, stack them, and gang drill them. It also simplifies parts inventory- no need to worry about which plate goes to which corner.

I agree with David Thompson’s thoughts.  The rectangular cut outs are for the end stake pockets.  Why would they cut four openings for one hand brake?  The handbrake assembly would be on the exterior of the end sill.

Do these cars have stake pockets on the inner face of the end sill? The square hole could be clearance for the stake.

I’ll add that working from original drawings is usually straightforward but then you come across something that is either weird or you have no idea where it really goes.  Some, like the Wabash, did add mark numbers for some of this, you see the number on the drawing of the part and then on another drawing the same number and an arrow that shows where it goes.  But most don’t.

 

For this car I have the Wabash drawings from the N&W Historical Society supplemented by some from the NYC Historical Society.  Good stuff.
