The tow is likely made up with all lines tight. There are additional lines out of sight to the other barge and potentially from the stern quarter of the tug to the barges as well. The goal is to make the tow fairly rigid so that any action of the tug is transmitted to both barges rapidly and without slack action. At the moment, the tug appears to be engaged and in forward.

Interesting. The tug is churning along under power towards the bottom of the picture. Yet the cables off the tug's bow up to the barges have no slack. How does that work?

Very faintly visible in the deep shadow on the starboard side of the tug, just aft of the superstructure.
