I think different coal consumers needed different sizes of coal to feed their fires, from very
coarse coal to fine coal. Think of coal stokers, and what sizes they are.

Thanks. Thinking about it the enthusiasm for not breaking coal was when transferring it from rail to ship for movement in bulk, until railways began to expand in the 1820s the main purpose of railways in Britain was to get coal to the nearest navigable waterway. Right to the end of the British coal Industry coal for London Power stations was transhipped from rail to sea for the 200 +miles to the generators on the banks of the River Thames.

To expand on what Tim said, Plymouth, Pennsylvania is in anthracite country, and anthracite is not prone to breakage, it truly is black diamonds. While mines screened bituminous coal into different market sizes, the tipples in anthracite country were called breakers because they had crushing machinery  to size the coal.

In Britain they were called coal washers in some places a washerie and were used to sort the different sizes of coal prior to loading.
