Those look suspiciously like Westinghouse transit couplers. Was a time that subway cars were delivered on their own wheels, and these look like the adapter cars to allow them to couple to the train.

According to the PRRT&HS Gondolas book, those are for mating to subway cars so the cars could be moved in regular trains. They were stenciled "RETURN TO ST. LOUIS CAR CO. IN EAST ST. LOUIS."

Cars like these were still being used after the PC merger.  Many transit cars went East through Rose Lake yard  in E St Louis coupled to them with the empty cars going back to the TRRA after delivery of the new equipment.
