No, it's a hallmark of the original (1920s) Murphy steel roofs. And though
later Murphy roofs with rectangular panels generally didn't have this
overhanging lip on box cars, they did (for some reason I'm unaware of) on
almost all refrigerator cars.
A wild ass guess: reefers had overhangs to allow salty water to run off
rather than collect on the top of the car side. If brine could destroy
bridges, it could certainly eat away at a freight car roof/side seam.
