What was the required brake test schedule that would result in a revised brake test date being stenciled on the brake cylinder for a tank car built in 1949?

Others may have Interchange Rule book closer to 1949, but the rules effective 1-1-53
Revised 1952 show the interval at 15 months.

As I understand it (which is not well), the brake-service interval from ~1934 forward depended on whether you are talking about AB or K brakes.  See Tony's blog which utilizes Guy Wilbur as a reference:

A car built in 1949 almost certainly had ABs, but it's worth knowing the whole story ca. 1950.
